I got them open with Extra Options mod. You press F5 in the car lot and it basically turns unlockallthings on. All locked cars are open and you can buy all stage 4 parts. Try with this . Normally, it should work for any cars. For Extra Options, you need to activate UnlockAllThings in the .ini file.
