Draco was never really "loyal" to Riddle. In the first five books, Draco only admires the moldy one because of the perceived glory and prestige it gave his father. By books 6 and 7 Draco is completely miserable all because of Tom not so terrific. Draco is never portrayed as that much of a Voldy follower, more a worshipper of his father.
